What 2025 Bali Zoning Changes Mean for Buyers

In early 2025, Bali updated the Detailed Spatial Plan (RDTR) in Badung, Gianyar, and Tabanan regencies. The main changes: expansion of Green Zones in Tabanan to protect farmland, tighter building-height limits in Canggu (15-metre maximum), and more detailed PBG (Building Approval) requirements for new villas. For buyers this means two things. First, checking the latest RDTR zoning becomes critical before any land purchase, because many parcels that were 'Yellow Zone' last year have flipped to 'Green'. Second, villas built without an up-to-date PBG face fines or demolition orders. Always insist on PBG verification by your notary before closing.
